Public Procurement & Public Law

Government contracts, public procurement compliance and administrative law in Cameroon.

Overview

Doing business with the state in Cameroon means operating inside a detailed public law framework. Public procurement is governed by the national Public Procurement Code, overseen by the public procurement regulator (ARMP), with rules on tendering, evaluation, award and execution designed to ensure transparency and equal treatment. State contracts, concessions and delegations of public service add further layers of formalities and controls. ALPs advises private parties and public entities across this landscape — helping bidders compete lawfully and effectively, managing the execution of public contracts, and representing clients in procurement challenges and administrative disputes.

Frequently asked questions

How is public procurement regulated in Cameroon?

Public procurement is governed by the national Public Procurement Code, which sets out procedures for tendering, evaluation and award, and by the oversight of the public procurement regulator (ARMP). The Code applies to contracts of public entities and, in many cases, to state-funded projects. Compliance with its formalities is strict — procedural defects are a common ground for challenges.

Can an unsuccessful bidder challenge a procurement decision in Cameroon?

Yes. The framework provides remedies for aggrieved bidders, including requests to the contracting authority and complaints to the procurement regulator (ARMP), and awards can be challenged before the competent courts where legal rules have been breached. Timely action matters — challenge windows are short, so early legal assessment is important.
