Background
COBAC (Commission Bancaire de l'Afrique Centrale) is the banking regulator for the CEMAC zone, which includes Cameroon, Chad, the Central African Republic, the Republic of Congo, Equatorial Guinea and Gabon. COBAC supervises banks and financial institutions operating in the zone, setting prudential requirements and licensing standards.
COBAC has recently issued new prudential requirements for banks operating in the CEMAC zone, introducing revised capital adequacy ratios, new liquidity requirements and enhanced reporting obligations. These changes are designed to strengthen the resilience of the banking sector and align CEMAC banking regulation more closely with international standards.
Capital adequacy
The new requirements introduce revised capital adequacy ratios for banks in the CEMAC zone, including a minimum Common Equity Tier 1 (CET1) ratio, a minimum Tier 1 capital ratio and a minimum total capital ratio. Banks will need to review their capital structures to ensure compliance with the new requirements.
Liquidity requirements
The new requirements introduce a Liquidity Coverage Ratio (LCR) for banks in the CEMAC zone, requiring banks to hold sufficient high-quality liquid assets to cover their net cash outflows over a 30-day stress period. Banks will need to review their liquidity management frameworks to ensure compliance with the new requirements.
Reporting obligations
The new requirements introduce enhanced reporting obligations for banks in the CEMAC zone, including new requirements to report on capital adequacy, liquidity and large exposures. Banks will need to update their reporting systems and processes to comply with the new requirements.
