CEMAC
Navigating the monetary and financial regulation of the Central African monetary union.
Overview
Cameroon sits at the centre of CEMAC — the Economic and Monetary Community of Central Africa — whose six member states share the CFA franc and a common central bank, BEAC. CEMAC’s regional regulation reaches deep into business life: exchange-control rules governing cross-border payments and repatriation, banking regulation under COBAC (the regional banking commission), the common external tariff at the border, and regional frameworks for microfinance, insurance and financial markets. Businesses moving money, lending or trading across the region operate inside this framework — and ALPs advises on it as a matter of daily practice.
Exchange control and money movement
We advise on the CEMAC exchange-control framework — repatriation of proceeds, offshore accounts, dividend and service payments — so that cross-border flows are structured compliantly from day one.
Banking and financial services regulation
We advise banks, microfinance institutions and other financial services providers on COBAC regulation — licensing, prudential requirements and governance standards that apply across the monetary union.
Regional trade and customs
We advise on the CEMAC customs union — the common external tariff and regional customs code — supporting compliant import, export and intra-regional trading operations.
Structured financing in CEMAC
We structure lending and security across the region with the regional rules in view — from BEAC registration requirements to the interaction of OHADA security interests with exchange controls.
